LECB Programme Launches Methodology to Track Private Climate Finance

PS Flows ThumbnailUNDP LECB Programme is pleased to present it's most recent climate finance product, Tracking Private Climate Finance Flows at the National Level: Proposed Country-Level Methodology. The paper sets out a draft proposed methodology for national governments or agencies to undertake a review of private sector climate finance at the sector level for their countries. It aims both to estimate the scale of private sector flows into climate relevant sectors, as well as allowing government to understand the mobilising effects of public policy. The methodology is currently in draft form and being piloted in 5 LECB participating countries. Thematic Working Group on Waste Management

Waste Group LogoThe LECB Programme has launched a thematic Working Group on Waste Management that seeks to raise mitigation ambition in the waste sector and build a network of practitioners in LECB partner countries interested in waste sector mitigation opportunities. The Working Group supports participants to identify opportunities, including, e.g. methodological approaches, emission reductions, technology selection, co-benefit assessment, and MRV. Under the Working Group a number of activities take place:

Recently Published: Guidance on Intended Nationally Determined Contributions (INDCs)

UNDP and the World Resources Institute (WRI) have recently published a guidance document on “Designing and Preparing Intended Nationally Determined Contributions (INDCs)” for use by countries in the process of developing their contributions in the lead-up to the December 2015 climate negotiations. The document responds to the urgent need for clear guidance on key issues to be considered when preparing INDCs. It also responds to requests made by countries participating in the 2014-2015 Regional Technical Dialogues on INDCs, convened by UNDP and the UNFCCC Secretariat.

The guide walks practitioners through the choices in preparing and designing their INDCs in five general steps: 1) Identifying the benefits of an INDC; 2) Organizing the national process to prepare a contribution; 3) Identifying data and analysis to inform the INDC; 4) Choosing options for designing the INDC; and 5) Communicating the INDC. The guide’s section on adaptation outlines options and technical guidelines that countries can consult if they choose to include an adaptation component in their INDC.

The document is not meant to preempt the outcomes of the ongoing UNFCCC negotiations and may be used by countries as they see fit. It also takes into account feedback from an extensive review by countries and other organizations. This guidance document will be published in several languages over the coming weeks.

LECB Programme 4th Annual Global Meeting held

In order to create a low-emission climate resilient future it is essential to learn from current actions and build on existing systems. These were two main points that were highlighted at the 4th Annual Global LECB Programme Meeting in Brussels, Belgium, 14-16 October 2014.

As in past years, the meeting served dual purposes - to provide south-south exchange and learning from the advances of the LECB participating countries and to focus on a thematic topic of importance. This year the thematic focus identified as a priority was Measuring, Reporting and Verification (MRV).

The diverse participant roster prompted dynamic discussions and a rich exchange. The meeting brought together over 70 participants from 23 LECB countries and 15 organizations, including the UNFCCC, the International Partnership on Mitigation and MRV (IMMA), the World Resources Institute (WRI), UNEP-DTU, the International Institute for Sustainable Development (IISD), the UK Department of Energy and Climate Change (DECC), and the LEDS Global Partnership, as well colleagues from the Programme's three donor agencies - the European Commission and the Governments of Germany and Australia.

Newly released: Global Good Practice Analysis on LEDS, NAMAs and MRV 

GPA Thumbnail5 June 2014 - The LECB Programme is pleased to present The Global Good Practice Analysis (GPA) - a collection of 21 examples of mitigation-related good practice worldwide that demonstrate how LEDS, NAMAs and MRV systems are being effectively designed and implemented across a range of national contexts. The GPA is a joint initiative between the LECB Programme and the International Partnership on Mitigation and MRV and aims to foster peer-learning across countries by demonstrating ambitious and feasible mitigation policies and actions that are already in place.

Guidance for NAMA Design: Building on Country Experiences

NAMA guidebook thumbnail UNDP is pleased to release the jointly produced publication Guidance for NAMA Design: Building on Country Experiences. This guidance is the result of a collaborative effort between UNDP, the UNFCCC Secretariat and the UNEP - Risø Center to produce a tool to assist developing countries in formulating more effective NAMAs.

The Guidance for NAMA Design builds on countries' experiences in developing mitigation actions and has benefited from a truly collaborative process whereby a consultative process was established. The guide emphasizes the iterative nature of NAMA development and contributes a unique approach to the growing body of
                                                       work on NAMA design and implementation. As the NAMA landscape is
                                                       constantly growing and changing we envision this guide as a living
                                                       document, and welcome your feedback and contributions.

                                                       The full document will be translated into French and Spanish. We hope
                                                       that you will find the NAMA Guide to be a positive contribution to the
                                                       development and implementation of technically robust NAMAs, thereby
                                                       bringing us closer to the low carbon future we are striving to obtain.

International Partnership on Mitigation and MRV: E-Learning Course 'Development of NAMAs' online


NAMAs are a useful way of enhancing mitigation efforts in developing countries while promoting sustainable development targets of the country. The International Partnership on Mitigation and MRV has developed an online course on NAMA development which can be used
                                                       by participants around the world who wish to acquire basic knowledge
                                                       on NAMAs. The course has four modules which can be used
                                                       separately or consecutively.

                                                       and cooperation
