This site contains a background reading list of key documents, this list is non-exhaustive and will be updated throughout the programme.
To ensure a comon understanding of terms, the LECB Global Support Unit has developed a series of thematic factsheets on GHG Inventory Systems, NAMAs, LEDS, and MRV. These can be used for awareness-raising with key stakeholders on key terms, or serve as a basis for more detailed and specific national factsheets.
The LECB Global Support Unit has prepared an Information Brief detailing the background and approaches for developing a National Greenhouse Gas Inventory System, including outputs and activities being carried out under the LECB Programme. The comprehensive brief also includes lesson learned and key resources. This Info Brief is intended to be used with the supplemental National GHG Inventory System Toolkit.
The LECB GHG Inventory Toolkit is a compilation of useful resources to be used when developing a National Greenhouse Gas (GHG) Inventory System. The Toolkit includes links to publications, databases and templates to help countries in the process of elaborating their individual GHG Inventory system.
UNDP (2005): Managing the National Greenhouse Gas Inventory Process
Compiling a national greenhouse gas (GHG) inventory requires fundamental decisions about data and methods, the establishment of a network of contacts for accessing data and reviewing results, and the design of a system for data management, quality assurance, quality control, documentation and archiving. This handbook was developed with input from a wide range of institutions and national experts from Annex I and non-Annex I Parties to provide non-Annex I Parties with a strategic and logical approach to a sustainable inventory process.
US-EPA/US AID (2011): Developing a National Greenhouse Gas Inventory System Template Workbook
The US Environmental Protection Agency (EPA) developed a capacity-building approach for countries to build sustainable GHG inventory management systems. Available in English & Spanish. French forthcoming.
US EPA/US AID (2012) Fact sheet: National Greenhouse Gas Inventories: A Foundation for Low Emission Development
A brochure that describes the various benefits of compiling a transparent and complete national greenhouse gas inventory.
IPCC Task Force on National Greenhouse Gas Inventories
The Intergovernmental Panel on Climate Change (IPCC) website provides useful factsheets on the GHG inventory process, latest updates on work programme, and links to the emission factor database and IPCC 2000 Good Practice Guidance and Uncertainty Manual and 2003 GPG for LULUCF.
UNFCCC Consultative Group of Experts (CGE)
The materials from the CGE training package on national GHG inventories provide a synthesis of all the IPCC methodologies & tools available for non-Annex I Parties.
Nationally appropriate mitigation actions (NAMAs) are concrete initiatives that shift a technology or sector onto a low-carbon trajectory. A Low-Emission Development Strategy (LEDS) outlines the intended overall economic, energy, and emissions trajectory for a country and helps to identify trigger points for policy intervention. continue
Measuring, reporting and verification (MRV) should be an essential component of any mitigation action. continue
A high-quality national GHG inventory system provides a foundation for mitigation actions and MRV. continue
