The LECB Global Support Unit has prepared an Information Brief detailing the background and approaches for developing a National Greenhouse Gas Inventory System, including outputs and activities being carried out under the LECB Programme. The comprehensive brief also includes lesson learned and key resources. This Info Brief is intended to be used with the supplemental National GHG Inventory System Toolkit.

Barriers Thumbnail The LECB Programme Global Support Unit is happy to share two thematic studies, Barriers to Developing National Mitigation Strategies and Actions in Developing Countries: Lessons Learned from the UNDP’s Low Emission Capacity Building Programme, and Mobilising Private-Sector Engagement in LEDS and NAMAs: Lessons Learned from the UNDP’s Low Emission Capacity Building Programme. Both studies explore the barriers and opportunities within LEDS and NAMA design and feature first-hand experience from LECB National Projects.

 

 

GPA ThumbnailGlobal Good Practice Analysis on LEDS, NAMAs and MRV
The LECB Programme is pleased to present The Global Good Practice Analysis (GPA) - a collection of 21 examples of mitigation-related good practice worldwide that demonstrate how LEDS, NAMAs and MRV systems are being effectively designed and implemented across a range of national contexts. The GPA is a joint initiative between the LECB Programme and the International Partnership on Mitigation and MRV and aims to foster peer-learning across countries.

NAMA guidebook thumbnail Guidance for NAMA Design: Building on Country Experiences
This guidance is the result of a collaborative effort between UNDP, the UNFCCC Secretariat and the UNEP - Risø Center to produce a tool to assist developing countries in formulating more effective NAMAs.

The Guidance for NAMA Design builds on countries' experiences in developing mitigation actions and has benefited from a truly collaborative process whereby a consultative process was established.

This guide is designed to help policy makers and policy experts:
· determine opportunities for low-emission development and;
· design national LEDS or NAMAs in their respective countries.
Recognizing that each country has unique national circumstances and priorities, this guide describes the main steps in the process of developing LEDS and NAMAs that a country would follow; it identifies the main questions to be addressed at each stage and describes the main policy instruments available, based on the practical experience with LEDS and related processes to date. Where possible the guide uses practical examples to illustrate various ele ments of a LEDS.

MRV is foundational to our global response to climate change. MRV enables countries to meet international reporting requirements such as National Communications, Biennial Update Reports, and National Greenhouse Gas (GHG) Inventories. It also importantly enables countries to demonstrate progress under measures such as Low Emission Development Strategies, intended Nationally Determined Contributions, and NAMAs. Finally, MRV processes provide the information that countries need to inform their broader climate change and sustainable economic development objectives.

Gender Information

Gender Info BriefLECB Programme Information Brief & Toolkit: Incorporating Gender-Sensitive Considerations into Low-Emission Development Planning & Implementation
As we know, climate change affects women and men in different ways, and their respective contributions and impacts should be taken into consideration when designing or implementing mitigation actions.
The Information Brief offers step-by-step insight and entry points for applying a gender lens to various parts of a mitigation action, while the accompanying Toolkit serves as a guide to the wide array of resources available, including introductory tools, regional perspectives, business cases for gender inclusion, training modules and case studies.

UNDP and the World Resources Institute (WRI) have recently published a guidance document on “Designing and Preparing Intended Nationally Determined Contributions (INDCs)” for use by countries in the process of developing their contributions in the lead-up to the December 2015 climate negotiations. The document responds to the urgent need for clear guidance on key issues to be considered when preparing INDCs. It also responds to requests made by countries participating in the 2014-2015 Regional Technical Dialogues on INDCs, convened by UNDP and the UNFCCC Secretariat.
